Dorota Gawryluk in the program “Better Poland” talked to her guests about the deregulation to be carried out by the government with the aid of the squad appointed by Prime Minister Donald Tusk, headed by businessman Rafał Brzoska.
"Everything depends on the political will of the government, or Prime Minister"
– This time the addition of an external factor, i.e. entrepreneurs, is an additional impulse for more to win – said Maciej Witucki, president of the Confederacy Leviathan, referring to the band Brzoski.
Also, according to erstwhile Minister of improvement in the government of PiS Jadwiga Emilewicz, this time deregulation can bring affirmative results, as the presidential run is underway, and Brzoxa gave himself 100 days to implement the plan. “If the run is the price for simplifying the rules, it is worth paying”, she said.
Adam Abramowicz, president of the Entrepreneurs' Council stressed that "it all depends on the political will of the government, or Prime Minister".
Prof. Witold Orłowski, the erstwhile Rector of the Academy of Finance and Business, said that major reforms are implemented erstwhile there is simply a sense of danger. He estimated that we are now "not in a good position." – Our economy is stagnant, she does not want to move, investments are besides low. And no wonder looking at what is happening around Poland – he explained.
"The key thing is to throw all political support on the scales. It's a fight against the opposition of substance and it's a powerful matter. Bureaucracy of its essence will defend itself against restrictions. And only a very strong political will will let this – he talked about introducing fresh deregulation rules.
Deregulation in Poland. Change the approach of officials
The first precedence in the hierarchy of deregulation is simply a change in taxation law.
– If we truly want to increase the level of investment, (...) we truly request to decision it," Emilewicz said.
Abramowicz stressed that the attitude of officials should be changed so as not to focus on "pulling money out of citizens". – If we do not change this system, we can deregulation at will, make crucial regulations and they will not apply anyway," he added.
– The authoritative is to treat the citizen as innocent in principle. Or to settle these doubts which cannot be removed in the interests of the taxpayer. Why are they not used? – he asked.
In the following part of the programme, he stated that officials should bear material work for "their actions and for illegal activities". – If the authoritative destroys the company and the entrepreneur wins (before the court – ed.), but the company is no longer able to resurrect, wins compensation, who pays? All of us from the budget," he said.
Prof. Orłowski pointed out that not everything is so simple. – There are certain things that require long-term action. Punishing officials for bad decisions – yes, of course. But let us remember that the quality of the offices is like the people who work there – he said and emphasized that it is essential to focus on quality, changing the system.
Emilewicz defended officials and assured that “she greatly respected the corps she had enjoyed working with for 8 years.” – It is like a fish that breaks from the head, but thanks to its head it swims fast or nimble. The quality of these officials is truly high. But how they work depends on what their leader's objectives are and what he expects – she said.
Witucki believes that the "ethos of public officials" should be restored. "The restoration of the National School of Public Administration should be part of Rafał Brzoski's initiatives," he said. He added that officials must besides have the comfort of work and do not fear that changing the way they operate would put them at hazard of losing their occupation or job.
