Ladies and gentlemen,
Last week, the Ministry of Education revealed full authoritative data on the scale of the parent boycott "health education". There is no uncertainty anymore – the flagship task of Minister Barbara Nowacka suffered a spectacular defeat. As many as 70% of the students are enrolled from the fresh subject! The large winner is Podkarpacie, where 83% of parents have enrolled children from harmful activities. Even in Warsaw, only 27% of students go to wellness education, 26% in Wrocław and 29% in Gdańsk.
Our efforts were crucial in bringing the “health education” task to a failure of the ministerial project. The only way to defend our families and children was through the support of the Donors and Friends of the Ordo Iuris Institute. erstwhile again, we have proved that the cooperation of the full Ordo Iuris community brings beautiful fruitage.

The mass release of children from “health education” is simply a actual vote of distrust expressed by parents towards the Minister of Education. However, alternatively of withdrawing from the missed and ill-received subject by parents, the Deputy Minister of Education already accuses children's defenders of “disinformation” and announces that in the future “health education” may be... compulsory. The decision will be made this year!
These announcements are accompanied by a fresh bill, which is to be voted by the Sejm in a fewer days, and which implements the largest organisational and programme improvement in Polish education for decades. The school is to break off its mission to advance Christian and national identity. All education is to be completely transformed. In the media quietly about this revolutionary change, but all Pole needs to learn more about it.
The intent of the "REFORMA26 – COMPAS JUTRA" Act is clear – to subject the school to expanding ideological control and make them (also Catholic, social or private schools) factories of radicalized youth. The school is to distance children from patriotism and parents' faith; it is to become an instrument of ideological stealing children. On the way to this end, the government does not back down from further restrictions on the curriculum, the removal of patriotic content, or even the elimination of mandatory reading.
The school will form young people according to the guidelines of the Ministry's Educational investigation Institute "Alumni and postgraduate Profile", implementing a program of extremist ideologies – specified as genderism, internationalism or climateism – standing in sharp opposition to facts and realities.
The improvement completely changes the language by which the education strategy is described. To realize it, teachers will gotta undergo peculiar training. This creates an chance to gain large, public money by various centres of improvement and companies specialising in this kind of training. Reading the ministerial documents, it is hard not to get the impression that this is 1 of the hidden aims of the change.
The ministry's proposals are moving towards the final elimination of the identity character of Polish education. At the school, the minister of Nowacka is to quit the Polish and Christian identities and dissolve in the EU identity artificially created in Brussels by Eurocrats. This change is very clearly enshrined in the civic education already introduced and in the draft programme basis for history.
Minister Nowack's improvement is besides a hazard of a drastic simplification in education. In the proposed definition of the curriculum, the word ‘mandatory learning content’ will be replaced by the word ‘expected learning outcomes and learning experience requirements’. In the opinion of experts, teachers and educators, this will in practice lead to a simplification in the level of teaching and to the level of the weakest. This will be affected by the more capable students and the general level of teaching.
In order to force the implementation of the "reform", Barbara Nowacka, contrary to authoritative announcements, seeks to strengthen the ministry's competences at the expense of schools and parents. The Act weakens the position of schools, undermining their educational autonomy by taking distant the right to find independently the rights and obligations of the student to be defined in a separate bill. This will hit institutions that require students, for example, to dress neatly in their statutes.
At the same time, the rule of the parent's default approval to participate in optional classes is to be introduced. As a result, many parents may find out after the fact that the boy or daughter participated, for example, in the “speak” on sex change.
The proposal to introduce a mandatory Functional Student Assessment is opposed. The Ministry wants students to be analysed and assessed for their home environment, household relationships, surviving conditions and emotional situation. many examples of European countries clearly show that specified activities lead to serious consequences in the form of household surveillance, increased control of them and initiating unjustified procedures for schools to restrict parental power.
Defending the Polish school, experts of Ordo Iuris – together with partners from the Coalition for the Salvation of the Polish School (KROPS), which is already co-founded by almost 90 organizations – have prepared a critical analysis of the government's draft bill, which is the main axis of the improvement of Minister Nowacka. In our position, which we have given to the ministry, we have thoroughly justified why the ministry's proposals should be rejected. We besides took the level at the session of the Sejm Committee on Education and Science, at which the first reading of the government task took place.
Our position on the draft law, which provides for the introduction of a statutory catalogue of the rights and freedoms of the student and the introduction of the institution of the Student Rights Spokesman, was besides addressed to the MEN.
We have besides published six separate studies on changes in the education system. 2 of them discuss in item the dangers of a government law amending education law. 1 examines doubts about the proposal for a mandatory Functional Student Assessment. 2 more address the subject of returning compulsory homework at school. The last describes the pre-war education strategy in the Second Polish Republic, in which the aim of the school was not only to convey reliable knowledge, but besides to form national awareness and make foundations of an integrated society around common values and language.

We are presently working on an analysis of the basics of the programming teaching of history. In it, we emphasize that the Polish school must form students in the spirit of affirmation of national traditions, culture, language and values, alternatively than transforming young Poles into EU citizens. At the same time, we monitor further parliamentary work on the revision of the most crucial education laws.
Minister Nowacka does not hide that her goal is to completely prioritize and even build the Polish education strategy again – on ideological and conflicting Christian foundations.
We will not let parents to be deprived of their right to decide on the education of children. We will not let schools to be turned into forge left-wing radicals. Ordo Iuris will uphold the rights of parents and the safety of our children.

I am convinced that after reading the above description of the fresh education reform, I do not request to convince you of the harmfulness of the changes proposed by Barbara Nowacka. Instead, I will focus on what we do to halt this revolution.
Our lawyers – together with teachers, educators, psychologists and experts from nearly 90 organisations forming the Coalition for the Salvation of the Polish School – prepared an analysis of the task that we passed on to the Minister Barbara Nowacka. It shows that the Act raises serious concerns about compliance with the constitutional principles of the democratic regulation of law and poses threats to Poland's sovereignty in the field of education.
After the first reading of the project, which took place at the session of the Committee on discipline and Youth Education, we published an analysis of its current version. We explained what is behind the values proposed in the “Alumni and postgraduate Profile” to form the “moral compass” of the young man at Barbara Nowacka School. Although at first glance the values listed in the document, specified as truth, solidarity or good, are acceptable, the detailed analysis leaves no uncertainty what is truly behind the beautifully sounding slogans.
Our analysis shows that in the paper the fact is defined not only as the compatibility of information with the facts, but besides describes the context of the fight against " pseudo-scientific myths" and fake news, and thus in relation to rhetoric by which Minister Nowacka reacted to criticism of the introduction of "health education" into sex schools, or whose advocates of environmental ideology usage to people (also from the technological world) questioning the key influence of man on climate change.
In turn, solidarity is included in the document, inter alia, in the context of building respect for diversity. On how MEN understands this diversity, the activities of Minister Nowacka, who has taken the patronage of ‘LGBTQ+ 2024 Friendly Schools Ranking’ and introduced into the programme basis ‘health education’ entries specified as: the student ‘develops legal and social issues related to LGBTQ+ (secondary schools); the student ‘develops the concept of psychosexual orientation and its improvement directions’, ‘explains concepts related to sex identity’ (primary schools).
In a akin spirit, 1 should realize another's value – the good shown in the "Alumni and postgraduate Profile" as "a kind beginning to another man, nature and all reality, showing knowing to others, and being willing to empathize in another's situation and to aid others, as well as not doing harm and resisting harm." In practice, this will mean moral relativism and limiting freedom of speech – especially criticism of LGBT demands.
The gross disgrace of the institution under the MEN
One of the first decisions taken by Minister Nowacka after taking office was the elimination of homework in primary schools. After more than a year since that change, almost 90% of teachers in grades IV–VIII talk straight of a drastic deterioration in the problems of perpetuating cognition in students. The deficiency of regular exercises makes the cognition gained go faster due to the fact that the students will not be able to absorb it. Our Institute warned from the very beginning that this would be the consequence of Barbara Nowacka's decision.
In early November, we prepared 2 studies on recommendations on home work, which the Institute of Educational investigation (IBE) prepared for the Ministry of National Education. In the first, we pointed out that the most crucial advice concerns the creation of a fresh teaching category – "the work of a student or a student", which is to be voluntary and not to be assessed. We indicate that the implementation of this proposal will consequence in further deterioration of the situation in the Polish school – students will have even little motivation and self-reliance. However, the level of bureaucracy will increase, which separate teachers and educators from working with students.
In the second we analysed the consequences of the scandal, which occurred shortly after the publication of the advice of the Educational investigation Institute. It turned out very rapidly that the development, which should be the consequence of an expert debate, was prepared with a gross violation of the principles of reliability. Danuta Kozakiewicz, the manager of the Primary School No 103 in Warsaw, pointed to them, whose signature was displayed under the paper without its consent. Following the disclosure of the scandal, IBE removed recommendations from its website. They were replaced by a laconic message announcing a “re-analysis” of the full project. In our analysis we stressed that the work for the gross compromise described above falls not only on the Educational investigation Institute, but besides on the Ministry of National Education, which supervises the designated institution.
Parliament supports the Ordo Iuris Act
One of the elements of the improvement implemented by Minister Barbara Nowacka is the dechristianization of the Polish school. The activities of the Minister of Education from the very beginning of her office show that she would have preferred catechesis from schools. Therefore, she began by reducing the prestige of teaching religion, removing the grade from this subject from average marks, facilitating the formation of interclass groups, composed of students of various yearbooks, in order to yet reduce the weekly dimension of spiritual lessons from 2 to 1 hr and introduce the rule of mandatory placement of catechism at the first or last lesson hour, which further discourages youths from attending spiritual lessons.
Our lawyers from the very beginning in a number of analyses indicated that Barbara Nowacka's actions were against the law. Our arguments were divided by the Constitutional Court, which ruled that the Ministry of Education was unlawful. Unfortunately, Minister Nowacka does not intend to comply with the Constitutional Court's rulings, which creates chaos in the education system.
Therefore, erstwhile responding to the teachers' requests, we published a legal opinion relating to the unlawful limitation by the Donald Tusk government of the teaching dimension of religion in schools. It explains that, despite the deficiency of publication of the judgement of the Constitutional Tribunal in the authoritative Journal, the ruling remains in force and must be respected. We point out that, in the current state of affairs, where government officials are ostentatically breaking the law, schools respecting students' rights to learn religion can exposure themselves to ministerial checks and harassment. We want to give specified facilities legal assistance. At the same time, we point out that the authorities moving schools that will fund an additional missing hr of religion may have grounds to search compensation from the State Treasury in court proceedings.
In order to force the rulers to respect the law and give students the right to catechesis at school, we prepared a bill to safeguard the place of catechesis or ethics in the education system. The Citizens' Committee of the Legislative Initiative “Values for the Future” has collected more than 500 1000 Poles' signatures under our task and forced Parliament to proceed with it. At the end of September, our substantive arguments convinced the Sejm to support the task and to mention it to further legislative work.
Krakow City Hall tried to smuggle propaganda into schools
Lawyers of Ordo Iuris stay in constant readiness to assist parents in the exercise of their constitutional right to rise children in accordance with their beliefs.
At the end of October, we took action on a case in which the Plenipotentiary of the president of the City of Krakow for Equality Policy sent a letter to the school principals encouraging the receipt of posters promoting the cyclically organised last Friday October by the LGBT lobby action "Term Friday".
By opposing the promotion in schools of the controversial and risky lifestyle of LGBT subculture, which promotes the action “Tęczowy Świetnia”, we directed a letter to the Krakow city office in the mode of access to public information. We have asked for answers to a number of questions concerning, among another things, the cost of producing and distributing posters concerning the actions "Term Friday" and the disclosure of all another writings of the Plenipotentiary of the Mayor of the City of Krakow for Equality Policy to schools since the current president of Krakow.
According to the answer received, the poster for the run “Rain Friday” was designed by officials of the City of Krakow, working for the money of all taxpayers. The printing of ideological propaganda was besides carried out by the forces of the office in accordance with the service orders of the manager of the Magistrate. Needless to say, Catholic and patriotic initiatives cannot anticipate akin support.
We balance our self-government commitment by preparing a guide entitled “How to Prevent a kid from Rainbow Friday”. We discuss how to effectively prevent the participation of our children in this and another ideological actions. We have besides developed a model of parenting message that allows parents to effectively defend their kid from the activities of out-of-school LGBT organizations at school.
We besides prepared the brochure “Parent Authority in Poland – Your rights and obligations as a parent”. We examine in item the provisions of the Polish Constitution, educational laws, The Code of household and Care and the case law of the Constitutional Court, referring to the right of parents to rise children in accordance with their beliefs. It discusses 16 proposals for circumstantial actions (declaration, prevention, alternate initiatives for controversial events) by which parents can affirm their right to rise their children according to their beliefs in the school and local environment.
Together we will defend Polish school!
The Left does not hide that its goal is to completely prioritize the Polish education system. The Polish school is to halt being a place that educates young Poles in the spirit of nurturing national traditions, culture and respect for the over a thousand-year Christian heritage of our Homeland. Instead, students are to be indoctrinated about the fact that sex is not an nonsubjective biological fact, but something highly subjective, which can be freely shaped and changed.
Thanks to the support of thousands of Polish families – Donors and Friends of Ordo Iuris, who are the only origin of financing of our initiatives – the lawyers of Ordo Iuris can defend the Polish school so effectively, by making interventions in defence of circumstantial families and preparing analyses of key issues for Polish education.
However, each of these actions has circumstantial costs.
Monitoring the work of the government, the Ministry of Education and Parliament on the government on the education strategy requires the constant engagement of our analysts, who are constantly examining the legislation. Monthly expenditure related to this activity is PLN 8,000. This way we can respond immediately as shortly as the left prepares an attack on Polish education.
Preparation of a single analysis on changes in the Polish education strategy is the cost of about PLN 10,000 - PLN 15,000, and so far we have prepared 6 specified studies.
The costs are besides related to the request to publicize harmful actions governing conventional and social media, the preparation, composition, printing and distribution of our materials, brochures and leaflets, the organization of pickets, manifestations, marches, meetings with parents throughout the country, promotion of our petitions and legal interventions in circumstantial schools.
The success of the abovementioned actions will depend to a large degree on what financial means we will have, defending young Poles from the actions of the left-wing government, which has all the resources of the state.
Therefore, I ask you to support the Institute with PLN 80, PLN 130, PLN 200 or any another amount, so that the lawyers of Ordo Iuris can effectively act against the demolition of Polish education by the extremist left.
