How does Ukraine choose Russian ships to destroy?

The Novocherkask landing ship did not blow up in the temporarily occupied Theodosia, as it appeared within scope of Ukrainian maneuvering missiles. He was attacked only due to the fact that at that minute he was a threat to Ukraine, carrying Iran's weapons on board, including most likely Shahid-131/136.
