The strategical partnership between Russia and Iran – despite not including a military agreement – functions on respective interrelated levels.

President Putin sent a friendly message to Ayatollah Mojta Chamenei, personally congratulating him for his election as ultimate Leader of the muslim Republic of Iran.

Words are crucial (It's my P.E.):

"At a time erstwhile Iran faces armed aggression, your efforts in this advanced position will undoubtedly require large courage and sacrifice. I am convinced that you will honor your father's work and unite the Iranian people in the face of a large challenge."

After highlighting the abroad "aggression" and continuity of the government, Putin explicitly confirmed the strategical partnership:

"I would like to confirm our unwavering support for Tehran and solidarity with our Iranian friends. Russia was and will stay a reliable partner of the muslim Republic."
