How do we get bail for bottles that the bottle didn't take? It's not always adequate to go to the register

The bottle is out of use, taped, malfunctioning, displaying a message that the device is overflowing. An inactive bottle to return empty bottles or cans does not necessarily mean no deposit for return packaging. But will the cashier always pay for the packaging? Not necessarily. Clients don't know that.
