If Israel had reason to fishy that on 23 March under Tel Sultan ambulances would carry Hamas carriers, he had the work of vehicles and their passengers to stop, not to shoot and kill. Yes, this would pose a higher threat to the soldiers, but Israel committed itself to this by ratifying the Geneva Conventions. The fact that no 1 from the convoy survived proves that it was not an effort to stop, but a slaughter.
