ISW: Russia inactive appoints fresh soldiers to arms

Despite assurances about the end of mobilization, Russia is inactive secretly recruiting fresh soldiers and planning a second wave of mobilization, which is likely to further weaken the level of training of more conscripts, the American Institute for War Studies (ISW) said in a fresh report.
