International arrest warrants for Russian commanders

The arrest warrant includes Admiral Viktor Sokolov, Black Sea Fleet Commander and Lieutenant-General Sergey Kobylas, Commander of Russian Long-range Aviation, in another words strategic. Both arrest warrants relate to multiple-type rocket strikes on Ukrainian energy infrastructure of the erstwhile winter, namely "missile attacks carried out by forces commanded by them against Ukrainian electricity infrastructure from at least 10 October 2022 to at least 9 March 2023".
