International arrest warrants for Russian commanders

The arrest warrant includes Admiral Viktor Sokolov, commander of the Black Sea Fleet, and Lieutenant General Sergei Kobylasz, commander of Russia's long-range, or in another words strategic, aviation. Both arrest warrants relate to rocket strikes of various types on Ukrainian energy infrastructure the erstwhile winter, namely “missile attacks carried out by forces led by them against Ukrainian electricity infrastructure from at least October 10, 2022 to at least March 9, 2023.”
