The Ministry of Defence publishes an informant for owners and tenants of the property in the border strip in the north-east of Poland – “Rules for the acquisition of real property in the Tarcza East program”.
The Ministry of Defence has prepared a peculiar informant entitled "Rules for the acquisition of real property in the Shield of the East program", designed for owners and tenants of real property in north-eastern Poland (in the area of Warmian-Masurian and Podlaskie provinces).
The intent of the publication is to transparently explain the rules for the acquisition of land under the largest since the Second planet War program of the improvement of the defence infrastructure of Poland.
Real property for the Shield East programme will be sourced from 4 main sources:
- first of all, properties from the Agricultural Property Resources of the Treasury (KOWR);
- subsequently properties on the board of State Forests;
- subsequently the property of local government units. First of all, the possible of these properties is based on the construction of retention sites;
- yet private properties that can be acquired. (in justified cases, with the consent of the owner without expropriation procedures).
As the Ministry emphasises, the possible acquisition of land from private owners will be carried out on a voluntary basis of sales and price negotiations, utilizing an independently developed estimation operation. To date, most of the plots acquired have come from the resources of the State Forests and the National Centre for Agricultural Support (KOWR), so far there have been individual cases of property acquisition by private individuals – always under contract and common consent.
The informant explains, among others:
what the process of typing and acquiring plots looks like,
the rights and obligations of landowners and landowners,
what are the principles of cooperation with the NEC and State Forests,
the criteria for the selection of properties and the stages of their acquisition,
how MON minimises the environmental impact of investment.
The Ministry besides informs that it does not conduct and does not plan any mass acquisition of the property, and only the plots essential for the defence efficiency of the task will be purchased. The full extension of the “Tarchy East” was planned in stages, with a four-year timetable, allowing for gradual and thoughtful acquisition of the essential land.

The Ministry of National Defence encourages all landowners and landowners in Podlaskie and Warmian-Masurian provinces to read the contents of the informant.
“Tarcza East” is simply a task implemented along the east and northern borders of Poland to increase the safety and resilience of the state to possible military threats. It assumes the construction of a scope of defensive installations, including engineering fortifications, dams, crossing points, material warehouses and designation and communication systems.
