The incidental in the Baltic. Russia attacked underwater?

Underwater cables were destroyed at the bottom of the Baltic Sea connecting Finland and Estonia. According to the Finnish authorities and services, the incidental was caused by the intended action. NATO got involved. Is this Russia's action?
