The images of bombarded Ukrainian cities and residents hiding in basements or metro stations caused an increase of interest in shelters for civilians in the Polish public space. This issue has besides become a "hot topic" in the media, which has necessarily forced the reactionary actions of politicians and government. As a result, in 2022 the Ministry of the Interior and Administration commissioned subordinate services, specifically the State Fire Service, to carry out inventory of protective structures. Unfortunately, the question remains, is there an effective shelter strategy for citizens in Poland?
