How to build an effective shelter strategy and guarantee the endurance of the nation?

The images of bombed Ukrainian cities and residents hiding in basements or metro stations caused an increase in interest in the subject of shelters for civilians in Polish public space. This issue besides became a "hot topic" in the media, which inevitably forced the reactionary actions of politicians and the government. As a result, in 2022, the Ministry of the Interior and Administration commissioned its subordinate services, specifically the State Fire Service, to conduct an inventory of protective structures. Unfortunately, the question remains whether there is an effective strategy of shelters for citizens in Poland.
