Over the last 2 decades, the American Intelligence Community (IC) has undergone a profound transformation in the area of analysis quality. A key impetus for these changes was the Intelligence improvement and Terrorism Prevention Act (IRTPA) of 2004, passed after a series of serious analytical errors – from the failure to detect preparations for the 9/11 bombings to the misassessment that Iraq has weapons of mass destruction.
