How does Russia hide attacks behind European infrastructure?

Russia does not request "hackers in uniform" serving in the FSB, GRU or SWR to conduct effective operations in Europe. It can usage local infrastructure and companies as cover for its operations. However, the action by the Dutch services is simply a signal to the Kremlin that EU countries are beginning to change their approach.
