Polish-Belarusian border – data, migration pressure, barrier

The migration force on the Polish-Belarusian border has clearly fallen. In the first 4th of 2026, the Border defender reported about 150 attempts of illegal crossing, and according to the Prime Minister's message, no 1 managed to beat it, compared to almost 3.9 1000 attempts a year earlier. This is the effect of a steel barrier from 2022, a perimetric strategy over the full dimension of the section and a buffer region in force since 13 June 2024.

Since autumn 2021, the Polish-Belarusian border has been a section of the migration force controlled by the government of Alaksandra Lukashenka. Below we collected verified data from Border defender and the Ministry of abroad Affairs, description of the infrastructure (storage, electronic system, buffer zone) and separate legal disputes about the return of foreigners and numbers concerning readmission from Germany. The facts come from the communications of state institutions, judgments and verification of facts; we mark opinions separately.

How many illegal attempts? Data year after year

The Border defender counts "trying to cross the border illegally" alternatively than individuals. The same individual pushing the barrier respective times generates respective attempts, so the numbers are higher than the number of migrants. The following data refers to a section protected mainly by the Podlasie Border defender Branch.

The key change took place at the turn of 2025 and 2026. Although the full 2025 was inactive closed with about 29,6 1000 attempts, in the first 4th of 2026 the trend collapsed. Prime Minister Donald Tusk on May 15, 2026 stated that in the first 4th no 1 was able to cross the border illegally with Belarus, and the number of attempts to enforce safety fell to about 150 against nearly 3.9 1000 years earlier. The Border defender itself indicates that only a twelve attempts were recorded in January 2026.

Fact versus opinion. The numbers are service records. The assessment of the causes of the decline may vary: the government and the SG attribute it to the closure of the barrier and perimetric system, and any experts besides point to external factors (change of routes, decisions of Minsk and Moscow with a degree of pressure). The instrumentalisation of migration by Belarus, supported by Russia, remains a fact confirmed by Polish institutions. It's the Kremlin and Minsk utilizing migrants as leverage, not the another way around.

Firewall and electronic system

The physical barrier at the Polish-Belarusian border is simply a steel barrier with a tallness of 5.5 m (5 m posts plus 0.5 m concertina), built from 25 January to 30 June 2022 on a section of approx. 180 km. The full cost of construction was about PLN 1,615 billion.

An electronic barrier (perimetric system): nighttime and thermal cameras, land detection cables and teletechnical containers are attached to the physical barrier. The strategy covers a section of about 206 km, i.e. practically the full dimension of the land section protected by a dam. It is the closure of full electronic surveillance that the Border defender indicates as 1 of the main reasons for almost 100-proc. the effectiveness of sampling in 2026.

A separate, much bigger venture is Eastern Shield – a multiannual programme of fortifications of the border with Belarus and Russia (the Kaliningrad Oblast). It's a military project, preparing the east flank for a conflict scenario, not just migration pressure. It should not be confused with the anti-migration barrier itself.

Buffer Zone

Buffer region (formally: temporary ban on staying in a circumstantial cross-border zone) applies from 13 June 2024. and is extended by further regulations of the Ministry of abroad Affairs all 90 days. Another extension covered the period until 4 June 2026.

The effect after the first 90 days of the Ministry of abroad Affairs summed up on 11 September 2024: the number of attempts to illegally cross the sections covered decreased by 64% (from over 17,000 to about 6.2 thousand). More than 70 organizers and helpers of illegal migration were detained in Podlaskie OSG. The region restricts access by outsiders and hinders the operation of smugglers on the Polish side.

Pushback: law versus border security

Returning foreigners to the border line (the alleged pushback) is the most disputed legal component of border protection. The following are both positions without prejudging who is right; "is pushback legal" remains the subject of legal dispute and ongoing proceedings.

Service base. The return is based on the provisions of the Ministry of abroad Affairs Regulation on temporary suspension or limitation of border traffic (§ 3, paragraph 2b) allowing the return to the border line of the individual who crossed it illegally. Border defender and the Ministry of abroad Affairs argue that actions fall within the work to defend the EU's external border under conditions of instrumentalisation of migration by a 3rd country.

New statutory tool (2025). Under the Law of 21 February 2025, the government may temporarily and territorially restrict the right to apply for global protection. The Regulation of the Council of Ministers introduced specified a regulation from 27 March 2025 to 60 days, with the anticipation of extension with the consent of the Sejm; the mechanics has been extended respective times. From 27 March to 28 December 2025, applications for protection from more than 420 foreigners were not accepted; at the same time, applications from more than 70 delicate groups (e.g. due to health, age, pregnancy) were accepted, which the Act excludes from the restriction.

The position of courts and human rights organisations. The Polish administrative courts in subsequent judgments considered the return made pursuant to §3(2b) to be grossly contrary to the law, pointing to a breach of the rule of non-refoulement (Article 33(1) of the Geneva Convention, Article 19(2) of the EU Charter of Fundamental Rights). The Helsinki Foundation for Human Rights and the Ombudsman state that pushbacks are illegal. The case of the complaint of a group of foreigners turned back in the summertime of 2021 was referred to the Grand Chamber for examination on 25 June 2024 by the European Court of Human Rights, maintaining a temporary measurement prohibiting the return of applicants to Belarus if they were found in Poland.

Fact versus opinion. The fact is that there are both provisions applied by the services and national decisions and global proceedings undermining these practices. The final settlement of the legal dispute has not been settled. From a national interest perspective, border safety and real control of who enters the territory of Poland are superior, but they must go hand in hand with the protection of susceptible groups, which the Act itself provides.

How many truly Germans send migrants to Poland

There are very different numbers in the public debate (from respective 100 to respective 1000 or even more). This is due to the mixing of 3 separate procedures. Let's divided them up, due to the fact that that's the only time the data makes sense.

1. Readmission and Dublin procedure (formal transfer to Poland). Border defender data from the 19 February 2025 communication:

It is clear that in 2024 the number of people transferred to Poland under both procedures did not increase, but decreased (from 968 to 688). Readmission decreased by 37%, Dublin procedure by 18%.

2. Return to the German-Polish border (German: Zurückweisung, refusal to enter). This is simply a separate category: persons returned straight to the crossing points after Germany reinstated border controls (since October 2023).

Fact versus opinion. Thesis about "throwing thousands of migrants from Germany to Poland" as part of the readmission is misleading: formal transfers are hundreds of years, not thousands, and fell in 2024. The expanding number concerns the reverse at the border itself (refused entry), which is simply a different procedure. Regardless of the naming, the tightening of border control by Germany with Poland is simply a real burden for Polish services and a subject which should be played hard in the interests of Poland, based on reliable numbers, not political estimates.

Summary

At the Polish-Belarusian border, migration force after years of records clearly eased: from around 40,000 attempts in 2021 and around 30,000 in 2024–2025 to about 150 attempts and zero effective overruns in the first 4th of 2026. The dam, full electronic surveillance and buffer region were built into this. An open, legally pending subject remains a pushback. With respect to readmission from Germany, the numbers are much lower than suggested by political debate, but tightening up German border controls is simply a real problem.
