The Bydgoszcz Centre for Doctrines and Training of Armed Forces is organising another edition of the global technological conference GlobState in Warsaw on 3-5 December 2024. The conferences of this cycle are devoted to the assessment of the safety environment and the challenges in this area. The subject of this year's conference will be to direct the transformation of the Armed Forces Transformation to Win the Future Battle.
The GlobState 2024 conference will be held under the Honorary Patronage of the Minister of National Defence and the Head of the National safety Bureau. On the another hand, media patronage will be held by the Military Publishing Institute, the publisher of “Polish Armed Forces”, a magazine that has been accompanying conferences from the GlobState series for years.
The participants of this year's conference will analyse the latest changes in the safety and operational environment, mainly on the east flank of NATO, and will search answers to these challenges. 1 of them, i.e. the leading subject of this year's conference, will be the transformation of the armed forces – in order to make a sustainable strategical advantage and operational capacity in the close future.
The GlobeState 2024 conference will have a wide global coverage. The Head of the General Staff of the HR and the manager of the Centre for Doctrines and SZ Training invited recognised authorities in the field of security, including practitioners – NATO commanders and Armed Forces of the Republic of Poland, as well as scientists and experts, from Poland and abroad. For years, institutions and command are invited to participate in the organization of the conference. This year, the strategical partners of individual technological sessions will include: NATO Allied Transformation Command (ACT), George C. Marschal European Center for safety Studies, British Defence Futures, US Army Futures Command, Multinational Capability improvement run (MCDC), Polish Space Agency.
The three-day debate will be divided into respective thematic sessions and the main issues discussed at the conference will be:
• a global safety environment and an operational environment;
• transformation of the armed forces;
• conduct future operations in the context of experiences of the war in Ukraine;
• future operational requirements and capabilities in multi-domain operations;
• building ecosystems of discipline and technology for transformation of the Polish SZ;
• fresh and breakthrough technologies as a origin of operational advantage;
• operational capabilities in cybernetic and space domains;
• strategical and operational analyses for decision-making processes.
The GlobState 2024 conference will be held as part of the run of analysis of the safety and operational environment "New Polish Device – NUP 2X35". This is simply a task which in 2019 was initiated by the Chief of General Staff of the HR, entrusting the organisation and coordination of this run to the Bydgoszcz Doctrine and Armed Forces Training Centre.
The NUP 2X35 run is simply a permanent project, as the analyses and conclusions developed require constant updates. On the another hand, GlobState conferences are a kind of summary of the year-round debate conducted in this run during webinars, seminars, working workshops and consultations. This year's conference will be held utilizing a hybrid method – online and stationary (in the Central Military Library in Warsaw). The GlobState 2024 Conference will be accompanied by separate technological seminars organised by CDiS SZ in cooperation with selected partners this year. On 2 December at the Military method Academy, an global logistics seminar entitled Military logistic transformation: challenges, antennas, processes will be held. On 5-6 December, the Central Military Library will hold a seminar on talent management for the transformation of armed forces: Managing Talents for Transformation to Win the Future War.
