Glapics and the Court of State – dispute over voting on NBP President

Adam Glapiński can stand at the centre of the Parliament's vote in November on the resolution to put him before the Court of State. The parliamentary committee has already supported the proposal, but the dispute over what majority of votes is needed may find the consequences of the full procedure.

Adam Glapiński before the Court of State – what did the committee decide?

On 9 October 2026, the Constitutional work Committee adopted the study and recommended to the Sejm that the president of the NBP Adam Glapiński be brought before the Court of State. According to Zbigniew Konwiński, the head of the KO club and the typical of the applicants, the committee maintained all 8 charges.

A preliminary proposal was submitted by a group of ruling coalition MPs in the Sejm in March 2024. It accuses the president of the NBP of violating the constitution and laws, including through indirect financing of the budget deficit. According to PAP, which is referred to by Salon24, Konwiński announced that the vote would take place at the earliest in November 2026. The State Court Act requires Members to have access to the case file at least 21 days before the sitting at which it will be examined.

The NBP finds the allegations completely unfounded. Adam Glapiński warns that the proceedings are "harmful from the position of the interior interests of Poland and unfortunately may have a crucial negative impact in relations with abroad".

The National Bank of Poland closely observes the activities of the Sejm Constitutional work Commission, as well as media statements on this subject.

This full procedure, announced during the erstwhile election campaign, has absolutely no basis. It's harmful...

What's the majority? Act vs. judgement of the Constitutional Tribunal

In accordance with the Law on the Court of State, the Sejm shall adopt a resolution to bring the president of the NBP to account by an absolute majority, in the presence of at least half (230) of the statutory number of Members. specified a resolution shall suspend the individual afraid in the activities.

The problem is judgment of the Constitutional Court of 11 January 2024 (Event No K 23/23). The Constitutional Tribunal challenged the provisions allowing the president of the NBP to be suspended after an absolute majority vote. In the explanatory memorandum, he pointed out that due to the independency of the central bank, a majority of at least 3/5 statutory Members, or 276 votes, is needed. According to Polish Radio 24, this would mean the request for the coalition to gain the support of part of the opposition. The judgement was published in the authoritative diary of the Laws but its legal effects stay the subject of dispute.

The positions are diverging. According to Salon24, the ruling coalition does not respect this ruling and intends to mark the ruthless majority. A individual associated with the ruling camp convinces in a conversation with money.pl that the TK cannot establish a fresh request to vote with the justification itself, and the Sejm should simply amend the bill. On the another hand, PiS MPs made a request for minorities, citing the rulings of the Constitutional Tribunal. In a comment to the Interia, the constitutionalist Dr. Radajewski estimated that if the Sejm put the president of the NBP before the Court of State by an absolute majority, his suspension would be unconstitutional. Dr. Piotr Black from the Jagiellonian University, in his opinion for the "Review of the Sejm" (1/2026), pointed out that the conviction concerns the majority required at specified a resolution.

How much does the CEO of NBP Adam Glapiński earn?

According to money.pl, which refers to the resolution of the NBP Management Board published in the Public Information Bulletin, from 1 October 2026 the monthly President's bonus increased from 130 to 150 percent of the basic salary. Adam Glapiński's current wage is almost PLN 59 1000 gross per month. This includes quarterly prizes ranging from 3 to 4,5 monthly salaries and a 3-percent increase from 1 January 2027 resulting from budgetary provisions. According to the information available in 2027, the yearly remuneration of the NBP president will exceed PLN 1.8 million.

The remuneration strategy in the NBP is besides 1 of the threads of the application for the Court of State – the charge concerning wages and prizes was among the charges examined by the committee. Previously, the ultimate Audit Office pointed out the vague rules for determining the central bank president's salary.

When does the word of president of the NBP end?

The president of the NBP shall be appointed by the Sejm at the request of the president for six years and may service for a maximum of 2 terms. Adam Glapiński took office in 2016 and in 2022 the Sejm appointed him for a second word (for there were 234 MPs, against 223). His current word of office ends in June 2028 and will not be able to apply for another.

What's next?

Before the vote takes place, the Sejm must set a time limit of 21 days to read the files. If the resolution is adopted, the bill provides for the suspension of the president in actions – but this is the consequence that the judgement of the Constitutional Tribunal of 2024, which Glapiński refers to, questions. Whether the suspension would have been effective without a majority of 276 votes, no body had decided so far, and the legal dispute is likely to dominate the November debate in the Sejm.
