Kharkiv Circuit Military Administration paid hundreds of millions of hryvians for building fortifications over the border of the Kharkiv District. The point is that the construction was undertaken by the recently formed “crows” companies, which after the money... they're closed.
Giant corruption caused Ukrainian disaster in the Cherkov region. The Housing and Municipal Services Department and the Fuel and Energy squad of the Kharkiv Circuit State Administration have concluded non-negotiable contracts for the supply of timber for fortifications with companies which can be described as fictional. 5 companies were paid a full of 270 million hryvnia. In total, 7 billion hryvnia were spent on building fortifications, mainly from the US grant.
According to Ukrainian portal Censor.NET, its editors analysed contracts concluded without tenders between the Kharkiv RMA department and companies bearing fictitious features. It is about the companies I.O., Chaus, Hertz manufacture LLC, Satisbud LLC, ATT BUD LLC and Voskhod Woodworking Enterprise LLC. All these entities are single-member economical activities and began earning millions within a fewer months of their registration. Classically for Ukrainian terms, they received contracts directly, without any tender or verification by counterintelligence.
– Kharkiv Defence Procurement Office selected recently registered anonymous companies and individual entrepreneurs for defence contracts. Furthermore, the owners of these companies do not match successful businessmen and women – they have had dozens of court cases, starting with the theft of whisky due to home force against wives and mothers. any of them were deprived of parental rights and were being executed on loans from banks said the head of the Mezha Anti-corruption Centre.
The program began with a private entrepreneur Ihor Chaus. 3 months after his registration, the RMA Department concluded direct contracts with him for the supply of wood worth respective twelve million hryvnia. Victoria Smoliak, owner of Hertz manufacture LLC and Natalia Koval from Satisbud LLC, earned a full of 100 million hryvnia.
Hertz manufacture LLC was registered in June 2023 and in a fewer months Smoliak began earning millions on wood. Again under direct contracts. The Department of Housing and Municipal Services of Kharkiv Oblast State Administration has led millions through ATT BUD and Voskhod Woodworking Enterprise, and their owners and managers are engaged in more than 30 another recently created companies, ready to accept further contributions.
“Most of these tens of companies are presently in a state of sleep and are likely to “mature” to proceed to participate in schemes aimed at stealing state funds and taxation evasion” – summarized the portal.
Denys Jarosławski, commander of the Armed Forces Army Intelligence Unit of Ukraine, said that according to declarations, there were to be concrete fortifications up to 3 floors deep in the ground on the Ukrainian border in the Kharkiv region, but there were not even minefields there.
