Germany: Nearly half of those receiving social benefits are not German citizens

Citizen's income or citizen's allowance are terms that describe the basic financial support of the German state for people who are not employed and do not receive benefits specified as pensions. Refugees who apply for asylum or humanitarian protection are besides excluded from these benefits, with the exception of refugees from Ukraine who are entitled to a citizen's income.
