Europe is facing the biggest threat of large-scale war in decades. The top-ranked military from Britain and Germany warns that Russia not only modernizes its armed forces, but besides builds fresh military bases and extends its scope of weapons to the Arctic. Experts called for a "violent change" in European policy and a shift of track to safety issues.
