The FSB "passes" fighters into Russia. Ineffective counter-intelligence barrier

The head of the FSB of the Bielgorod Oblast, on the basis of the national Act "On Combating Terrorism", introduced a government of counterterrorism operations in consequence to the departure of militants in the FR territory. This, of course, gives the safety forces extended authority in the region. Most importantly, however, we are faced with the second specified incidental erstwhile it turned out that the counter-intelligence barrier of the FSB had passed through the RCC and LCR fighters, and the fortifications built in the border belt for 10 billion rubles failed.
