The study was created by Members of the French Defence Committee and is to be submitted to the French Parliament for approval. So this is not any detached publication, but a paper that has a chance to make changes. Its authors state that so far France has been based on tiny armed forces, which have put advanced method levels at the expense of numbers, and besides focused on the ability to task forces far from Europe, in French overseas estates.
