The combined parliamentary committees: National Defence and wellness supported the draft amendment of the Medical University of Łódź Act on Wednesday. The aim of the proposed changes is to warrant further backing for the college training about 200 sub-straints of the Academy of Land Forces. In 2025, the Ministry of Defence allocated nearly PLN 47 million for this purpose. Now the bill goes to the Parliament.
In the structures of the Medical University in Łódź, there is simply a Military and Medical College, where soldiers are educated for the needs of the Polish Army. As explained in the Sejm during the gathering of the Joint Committees: National Defence and wellness Stanisław Wzątek, Deputy Minister of Defence, the university besides conducts medical training of subjects from Land Army Academy from Wrocław.
“There are about 200 subjects trained at the Medical University,” said Wzątek. He added that in 2025 MON paid 46 million 929 1000 PLN for this training. “It is besides a good financial contribution from the university,” noted the deputy head of the MON. Originally, the provisions provided for the transfer to training of MON funds in the form of grants. Meanwhile, changes in the 2018 Law on Higher Education introduced backing for universities in the form of subsidies. “The formal, legal and substantive harmonisation must be made,” he pointed out.
As stated in the explanatory memorandum of the amendment to the Act on the Establishment of the Medical University, the concept of ‘grant’ may give emergence to explanation doubts, as the ultimate Audit Office pointed out, especially in the context of the legal nature of the measures and the principles of their settlement. nonsubjective grants are subject to certain rigors, while subsidies give more flexibility in managing measures.
The aim of the amendment is to resolve these doubts, and the aim of the amendment is to warrant further backing for the medical college trained under AWL. In accordance with the proposed wording of the provisions, adopted in full by the combined committees: ‘National Defence Minister, in agreement with the Minister competent for Health, shall find and transfer a subsidy annually for teaching activities for the training of students’.
Now the amendment will be discussed in the Sejm. Prime Minister Donald Tusk in a letter to Vladimir Czarzasty, the talker of the Sejm, requested that legislative work on this bill be accelerated. "The immediate entry into force of the proposed solutions is essential for maintaining the continuity of backing for training of student soldiers," the Prime Minister stressed.
Medical University was created by the Law of 2002, as a consequence of the merger of the Medical Academy and Military Medical Academy. Now MON wants to reactivate the Łódź WAM. Tuesday The Council of Ministers adopted a bill on this matter. According to the university's assumptions, it is expected to resume operations on 1 July and educate medical personnel for military service in various specializations: doctors, nurses, paramedics and pharmacists. The first students are to appear at the latest in the academic year 2027/2028.
