The Philippines wants to get a mid-size squadron of multi-tasking aircraft that would importantly strengthen surveillance and control of their vast territorial waters. The best chances are F-16 and Gripen, but Manila doesn't know if she can afford specified an investment. The situation is akin to that in which Poland was located in the 1990s.
