Failed Sarmat test, or Putin's speech without appropriate setting [COMMENT]

During president Vladimir Putin's yearly address to the nation, he declared Russia's unilateral withdrawal from the fresh Start Disarmament Agreement. It was evidently meant to show its own nation the atomic “power of Russia”, although in itself this declaration seems meaningless.
