The detonation occurred at the Elastik plant in the Riazan region, in Lesnoj. Elastik is simply a synthetic fibre production plant, and the detonation itself took place in a weapon store of a mill that produces products for the civilian and defence industries, including anti-tank heads. According to preliminary findings, the detonation was caused by a breach of the plant's safety standards.
