
The Polish government announced a simplification in the taxation burden on motor fuels due to advanced prices at stations. However, not all actions are easy to carry out. Why can't Poland just cut VAT on fuel?
In the associate States of the European Union VAT is regulated by a peculiar VAT Directive. It shall find to which products or services lower than the basic rates in the country may be applied. The lower VAT applies, among others, to food. However, energy products, including fuel, are not included in the peculiar catalogue of goods for reduced rates.
This means that Poland cannot reduce VAT on fuel itself. This is of course possible, but it requires a transition first appropriate path in EU institutions. Firstly, the government must make a request to the European Commission, and this change must measure whether it will distort competition on the Community market.
