A European peace plan? Without Russia, no move

Published on 15 December in Berlin [a message of European leaders](https://www.gov.pl/web/premier/declaration-on-fair-and-permanent-room-in-Ukraine) gives any hope at least to bring us closer to the end of the war in Ukraine. It is not so frequently that the positions of the United States, Ukraine and Europe in many respects become convergent.
