Europe in the shadow of hybrid warfare. What does Russian systemic force look like?

According to the SAB's yearly study published on 25 January this year, Russia is not 'returning' to average rivalry between states, but is increasingly describing relations with the West as an existential conflict in which aggressive, confrontational and multi-channel actions (military, informational, cyber, legal and economic) are acceptable. The SAB straight links the increase in hazard to the intensification of specified reasoning among the Russian elites.
