The EU Parliament comes from "democratic" elections, but does not have the power to legislate.
EU law is simply a European Commission that does not come from democratic elections – the real mechanisms for the European Commission to be selected are unknown.

What is the legislative process in the EU?
Member of the European Parliament working in a parliamentary committee shall study on the proposal for a "legislative text" presented by European Commission, the only institution to initiate legislative action.
The average legislative procedure confers the same importance on the European Parliament and the Council of Europe of the Union.
The European Parliament may approve or reject a legislative proposal or propose amendments to it. The Council is not legally obliged to take account of Parliament's opinions, however, according to the case-law of the Court of Justice, it cannot take a decision without receiving it.
The European Parliament, unlike national parliaments, has no legislative initiative – the Commission can only influence the initiative non-binding call for action.

Since 2004, there has been a single Commissioner for each associate State of the European Union[1], although they are expected to represent the interests of the full Union alternatively than individual associate States.
One of the Commissioners is elected by the European Council as president of the Commission.
The members of the committee must not feel bound by any instructions from their countries of origin.(This is as in the Constitution of Poland, Article 104: Members are representatives of the Nation. They are not bound by their electoral instructions – the same political forces worked on our constitution)
The final phase setting up the Commission in full is the appointment of the European Council.
The European Council, in agreement with the president of the Commission, shall establish a list of Commissioners following the suggestions of the associate States (i.e. whose proposition – ?).

It shall consist of the Heads of State or Heads of Government of the associate States and its president (elected by the European Council for a word of 2.5 years) and the president of the European Commission.
