On 3 December, a CSM expert Eugeniusz Smolar spoke at the yearly Governing Council of the Community from Democracy.

He focused not on procedures or global political structures, specified as the Community of Democracy, the Council of Europe or the European Union, as they can only play a helpful role: focusing the attention of governments, mobilising or embarrassing those who violate the principles of democracy. The most crucial are the processes in individual countries in which citizens, in their language, tradition and culture, respond to the political bids of individual parties. The quality of political parties' functioning, their conceptual and mobilization capacity, depends on the quality of democracy and citizens' decisions not to entrust the future to radical, anti-European populists.
