Ekho Kavkaza: In Tbilisi, the construction of a “government town” is planned

The Communist improvement Fund of Georgia announced a competition for the acquisition of services concerning the preparation of the general plan and concept projects of the “government town” in the area located in Tbilisi, in the territory of Churgureti, on Gedewaniszvili street.

The task envisages the construction of a town with state institutions:

– Parliament building
– Government administration
– banquet hall
Ministry of abroad Affairs.

The tender documentation states that ‘a barrier should be provided for the safe and uninterrupted operation around the indicated buildings and facilities’.

The complex besides plans to place office buildings:

– Ministry of Infrastructure
– Ministry of Regional Development
– Ministry of Refugees, Labour, wellness and Social Protection
– Ministry of Economy and Sustainable Development
– Ministry of Environment and Agriculture
– Ministry of Education, discipline and Youth
– Ministry of Culture
– Tbilisi City Hall
– Georgia peculiar Protection Service
– The apparatus of the State Minister of Georgia for Reconciliation and Citizenship Equality
– and economic/assistance buildings and facilities.

"The main nonsubjective of the task is to increase the availability of public services and to make a modern, integrated and sustainable space that will be full integrated into the planned structure of the capital. The existing site should be managed in specified a way as to become an integral part of the city and to contribute to improving public and public services, strengthening and optimising interinstitutional coordination, as well as the organisation and continuous conduct of public and public events", the paper states.

The thought of creating a "government town" came from Georgian authorities in 2017. At that time, they were planned to be built in the territory of Ornówala in Tbilisi. At the time, Prime Minister Giorgi Kwirikaszvili said, "This will be good, due to the fact that there will be plenty of office space and places for hotels in the city centre, and on the another hand the construction sector will be stimulated." Later, in 2019, then Minister of Economy Natia Turnawa stated that the implementation of the task is no longer being considered due to the fact that the government has different priorities.

A fresh tender was announced on 9 December 2025 and applications will be accepted by 23 December.
