The parliamentary committees on education and digitalisation met on 29 July 2026 on a government electronic journal. At the beginning of the meeting, Katarzyna Lubnauer, representing the Ministry of National Education, announced the launch of the pilotage in the next school year.
Initially, only 18 pilot schools were mentioned at the meeting, although this figure increased to 40 after taking into account secondary schools. At the same time, the school records with the usage of existing electronic journals are to be kept during the ministerial piloting of the e Journal.
According to MEN Lubnauer, the cost of maintaining the diary is to be PLN 216.5 million, spread over the first 10 years of operation of the project. The usage of the e diary by schools is to be voluntary.
Divisions among committee participants
Although the thought of the diary itself has found support among the majority of the committee's participants, any Members and elected public votes have raised their concerns.
In addition to Catherine Lubnauer of the MEN, any members of the opposition's Law and Justice expressed a affirmative opinion.
Dariusz Stefaniuk argued that parents' access to information about the kid should not depend on an additional paid subscription in the journal. Alicja Łuczak, on the another hand, stressed that for tiny schools the fees for commercial electronic journals "are felt at a cost".
Zbigniew Dolata expressed his strong criticism by announcing a vote against the state electronic diary regardless of the situation. Dariusz Piontkowski asked about data security, costs, strategy operator and the sense of building a fresh solution alternatively of introducing legal changes imposing additional obligations on commercial entities.
Bartłomiej Pejo of the Confederacy besides questioned the legitimacy of the creation of the government e Journal. He added that “97 percent of schools” usage commercial electronic journals.
Adrian Zandberg of the organization Together supported the departure from the dependence on commercial electronic log providers, while stressing the request to control to the "security by transparency" model.

Ministry of Digitisation announces the release of the pilot code
Dariusz Standerski of the Ministry of Digital Affairs, referring to Zandberg's statements, announced the publication of the origin code and the method documentation of the eDiary after the end of its pilot period. However, it is not known how long it was planned.

In June 2026, “Contrabanda” revealed that MEN do not plan to disclose the origin code or method documentation, without giving the reasons for its decision. It is not known whether the position of the Ministry of Education has changed in the meantime.
However, the Secretary of State at the Ministry of Digital Affairs stressed that "no company or institution in the planet so openly provides full documentation".
However, in December 2025 cybersecurity experts criticised the Ministry of Digitalism for the deficiency of transparency in relation to the process of publishing mCitizen code. Tomasz Zieliński called the situation simply "a mockery of citizens".
"Contrabanda" asked the Ministry of National Education to comment on Standerski's fresh statement.
UMP: ‘Pilotage should be carried over in time’
Maximilian Weber-Sitarski of the Union of Polish Metropolitans commented on the date of launching the pilotage of the state electronic diary and its scale.
He pointed out that 18 schools did not necessarily should be an full facility, but only a ‘single class’ per facility – adding that ‘the pilot base will be small’.
Weber-Sitarski appealed to the Ministry of Education to decision the pilotage over time to the school year 2027/2028. He besides stated the proposed deadline on 1 January 2027 if the pilotage were to start again in the upcoming school year (2026/2027).
A typical of the Union of Polish Metropolitans besides proposed to automatically transfer any of the data from primary schools to secondary schools – for example, information on disabilities found in students – which would be done with the approval of parents.
