Sigismund's bell was to be sounded during the swearing-in of Karol Nawrocki. Why is there silence in Wawel?

During the swearing-in of Karol Nawrocki to the office of president of Wawel, Sigismund's bell would ring. However, this did not happen due to the fact that any of the bell towerers did not appear at the call of the Kraków metropolitan.
