Lukashenko would have the means to refuse, but by 2022 he was stripped of them, due to the fact that sanctions on potassium were imposed not on Ukraine, but for suppressing protests.
The sanctions imposed on Belarus in 2022 are highly unfair. Lukashenko was in a desperate situation. In the face of sanctions imposed by half the world, he could not refuse Putin's request, due to the fact that otherwise Belarus itself could fall victim to economical invasion or asphyxiation. Nevertheless, he did so as shortly as the chance arose, and made all effort to effectively prevent Putin from straight engaging him in the war.
