President Andrzej Duda decided to veto a bill reducing the wellness contribution for entrepreneurs. According to the head of the Chancellery of the president of Poland, Małgorzata Paprocka, the bill met with "serious allegations" of the social side.
During her gathering with journalists, Minister Paprocka stressed that "The law raises very serious concerns about social justice", or even might be contrary to the Constitution. She besides pointed out the deteriorating condition of the Polish wellness service.
"There will be queues for doctors as the wellness fund is reduced" - She warned me.
Social protests and arguments against reduction
Minister Paprocka pointed out that the task triggered strong objection from trade unions and employees. It indicated that a simplification in the contribution could lead to loss of PLN 4.6 billion in the state budget, which would have a crucial impact on wellness funding.
The amendment, adopted on 4 April by the Sejm with the voices of KO, Poland 2050-TD and PSL-TD, envisaged an introduction two-elemental contribution base – partially flat-rate and partially percent of surplus revenue. The PiS, the Left and the Circles together voted against and the Confederacy abstained.
What's next on the project?
The President's decision means that the bill will not enter into force in the proposed form. The substance may return to parliament, but without the support of most changes will be hard to push.
