In the second half of 2025 German Chancellor Friedrich Merz made a full of 19 abroad visits, while visiting 15 countries on 5 continents – in Europe, North America, South America, Africa and Asia. The list of visits was dominated by European countries, where Merz visited as many as 9 visits, which underlines the strategical importance of German relations with another European countries.

In addition to abroad visits, 24 meetings were besides noted in Berlin. The full number of countries with whom Merz held the gathering amounted to 28. Representatives of European countries besides dominated these visits.

From early July to late December 2025. Merz most frequently met with French president Emmanuel Marcon. Chancellor Merz besides met NATO Secretary General Mark Rutte respective times. The meetings discussed the current challenges facing NATO, as well as the situation in Ukraine. Another policy that took place in the second half of 2025 is Keir Starmer, Volodymyr Zelenski and Ursula von der Leyen. Ukraine is simply a key direction for Germany in the context of security, the UK is an crucial partner on European safety issues and France is the most crucial European partner. Meetings with the president of the European Commission are of large importance in the context of the Commission's policy impact. A large part of the contacts took place in a multilateral format, specified as the G20, the European Council or the EU-Africa Summits.

A noteworthy event was the summit on European digital sovereignty held in Berlin on 18 November. The summit brought together more than 900 policy makers, manufacture leaders, investors, researchers and civilian society representatives from the 27 EU associate States and European institutions. The 17th German-Polish Government Consultation, which took place on 1 December, discussed a joint declaration on the future of cooperation, safety and defence, confirmed support for Ukraine, and ensured European unity.
