Why do cattle fall in Belarus? Hidden Reason

Last year, nearly 150 000 cows fell in Belarus. It's 52,000 this year. And this is not the effect of foot-and-mouth illness in the European Union, but of negligence in Belarusian breeding. They have the effect of threatening people, including brucellosis.
