Derogation from the random allocation of cases may be an excuse to challenge judgments

‘In exceptional cases’ will be allowed to halt with the appointment of only the referee, and the another 2 members of the three-way line-up will be allowed to be appointed by the faculty chairman. This provision may give an argument to undermine the legality of the ruling.
