The Pentagon is preparing to launch a breakthrough program that can completely alter the function of human red blood cells. A associate of the US Department of Defense, DARPA (Defense Advanced investigation Projects Agency) announced an initiative called Smart-Red Blood Cells (Smart-RBC).
