Lviv historian Vasily Rasewycz threatens Poland with a German-Ukrainian alliance:

I will remind you that Generalplan Ost and the "Ukrainian buffer", which defined the general concept of Nazi change in Europe, actually consisted of a twelve large and respective twelve insignificant plans, implemented in parallel. In general, the implementation of the GPO was divided into 2 phases: the alleged "Little Plan" (German. Kleine Planung), implemented during the war, and the alleged “Big Plan” (German. The large Plan was a long-term position and was to make a new, idyllic land – free from “obcoplemen”, with perfectly organized villages, completely profitable and independent, with decentralised manufacture and a fresh structure of towns and towns. The word Chełmszczyzna is understood to mean the southeastern areas of the Lublin Province. Zamojszczyzna is simply a part of Chełmszczyzna with powiats: Zamojski, Bijgoraj, Tomaszowski and Hrubieszowski. In these districts before the war, Ukrainians constituted 24% of the full population (Viktor Poliszczuk, Evidence of CNS and UPA Crimes, Toronto 2000, p. 619).
Since 1939, Kraków has been the seat of Ukrainian nationalist structures. Established in 1940, the UCK, officially targeting cultural and social activities of the Ukrainian minority, de facto supported the CNS-Melnyk. UCK was funded from Abwehr's cash register. In the field, troops called the Ukrainian Do Aid Committees (UDK) were formed, acting for the occupier. The policy of Ukrainianization on the alleged Zakierzony was to displace Polish influences. Polish schools were converted to Ukrainian schools, Roman Catholic churches were dedicated to Greek Catholic or Orthodox churches. Ukrainian advanced schools were created in Krakow, which in accelerated mode gave elder certificates. Graduates were directed to the UDC in Chełm to depolonize the area. The positions in cooperatives and local governments were filled with Ukrainians.
In 1941, Kubiowych's leading collaborator presented politician H. Frank with a memorial on the separation of Ukrainian areas within the GG. He proposed to expel Poles from them. The concept of creating Ukrainian cantons supported most Greek Catholic and Orthodox clergy.
In July 1943, the UCK issued a call to Ukrainians as follows:
“Ukrainians! The German authorities have assigned you fresh areas in the Lublin Oblast for resettlement... With complete confidence, address the authorities. Follow all her orders... Our Committees have been instructed to come to you with all their help."
Helping the UCK and the UDK Germany in implementing the Generalplan Ost and creating an atmosphere of hatred for Poles caused the reaction of the Polish underground. Death sentences were issued on individuals, the most servient towards Ukrainian activists, agents, as well as Polish collaborators.
The drama of Polish families occurred in Zamość between 1942 and 1944. 110 1000 Poles were displaced. The Germans utilized terror. In the fall of 1942, they began to decision Poles out of 297 villages and settle German colonists, as well as resettle respective 1000 Ukrainians. The AK and BCh troops were armed against the displacement action, but due to the slimness of their own forces they were incapable to prevent it.
In Chełmszczyz there were illegal, genocidal actions of Ukrainian nationalist structures interacting with Germany. Poland was an entity of global law for the duration of the war. The Polish Armed Underground had a work to defend its state of possession and defended as it could.
All cases concerning Ukrainians in the GG W. Kubiowych, president of the UCK, agreed with T. Oberländer. UCK treated the German action in Zamość as a partial implementation of the Kubiowych concept, namely the creation of Ukrainian cantons that were to be settled by Ukrainians after Poles were displaced. The CNS-UPA activities aimed at separating these areas from Poland.
