Did Russia make a peace plan for Ukraine?

Confusion around by a peace plan for Ukraine. U.S. Secretary of State Marco Rubio assures that it was written by Americans with contributions from Russians and Ukrainians. However, a group of senators said that they thought the plan was passed on to the Russians themselves.
