Katarzyna Duber-Stachurska was the erstwhile manager of the Polish Agency for Enterprise Development. She was resigned in late July, even before the outbreak of the alleged KPO affair. In its entry on social media, it claims that the Ministry of Funds and Regional Policy is liable for this storm.

Duber-Stachurska posted an entry on LinkedIn. It states that "PARP is an executive agency, does not decide on programmes, does not set award criteria, all procedures, rules and contracts are approved by the Ministry of Funds and Regional Policy".
He adds that "MFIPR even approved the method of describing the invoice with expenses, supervised the implementation of the programme daily".
"Ministry knew about boats – answered the questions of operators whether boats with combustion engine could be allowed. The Minister assured entrepreneurs that she had personally intervened to loosen the first rules so that the funds would flow more efficiently and faster," explained the erstwhile PARP chief.
When writing about "Mrs. Minister" he means, of course, Catherine Pełczyńska-Nałęcz, a close co-worker of Szymon Holownia. She adds that "Mrs. Minister" control of KPO "has commissioned the same persons who have been active in the program for 1.5 years, which means that she has instructed them to check themselves".
The retired PARP chief besides writes that in PARP it will be hard to find irregularities, due to the fact that in her opinion everything was in accordance with regulations and "approved by MFiPR documentation".
KPO scandal: yachts alternatively of innovation
As we wrote on Temat.pl, after the publication of the map on the KPO website a storm broke out. According to the data, any entrepreneurs spent subsidies on yachts, saunas, virtual shooting ranges, mobile coffee machines, ice cream machines and even cabins on water.
An example is the co-financing of yacht charters as "diversification for future crisis catering activities".
In the meantime, the National Reconstruction Plan website has even stopped working, and critical entries are not missing from the network. Politicians and journalists, among others, spoke. In particular, citizens express outrage.
