"The past of the European budget shows that the EU's ambitions have for years been limited by both the scale of the available financial resources and the political readiness to jointly fund actions carried out by individual countries. Over the decades, 1% of gross national income under the Multiannual Financial Framework (MFF) has become a kind of taboo, and Europe has not been able to break the reluctance of associate States to affect funds in cross-border projects, to issue common debt, to Communityise public aid or to build common safe assets. The Union has besides failed to make an effective mechanics for directing private capital where investments are most needed. As a result, Europe has gradually lost global competitiveness and has not been able to full exploit its possible for growth."
