Today in Wrocław there were workshops for representatives of the state administration and institutions liable for crisis management. The workshops afraid the applicable usage of the Crisis Management strategy (SZK) Jasmin in Operation FENIKS and another crisis consequence activities. Participants had the chance to see how the Commanding Position works and learn about the capabilities of the strategy utilized in the Armed Forces, state administration and another services.
Time and communication between services and administration play the most crucial function in the crisis. Efficient communication between the MON Emergency Management Centre (CZK MON) and the Provincial Emergency Management Centres (WCZK) and services specified as the State Fire Department, Police or wellness services have a direct impact on the effective rescue of life, wellness and human property.
On 20 November in Wrocław, workshops were held on the usage of the Crisis Management strategy (SZK) JASMINE in the activities of the Armed Forces and state administration. The main intent of the training was to present the usage of JASMINE SZK in the FENIKS operation and another emergency consequence operations. The task took place on the premises of the 16th Lower Silesian Territorial Defence Brigade and 4th Regional Logistics Base.
“As part of the FENIKS operation, according to the agreed lines of effort, we are conducting training present for emergency management services. We have been utilizing the JASMINE Crisis Management strategy in the Territorial Defence Forces for 2.5 years, starting with tests in the 8th Kujawsko-Pomorskie OT Brigade. As Commander of Operation FENIKS and Commander of WOT, I will effort to guarantee that SZK JASMINE is available in the Armed Forces of Poland, the state administration under the Ministry of abroad Affairs and in another institutions liable for crisis management. In my opinion, integration is needed on a single information platform for all institutions and services. Operational awareness and the velocity of consequence to natural disasters is the basis for effective assistance to local communities."
One of the speakers of the training was prof. Janusz Bohatkiewicz, PhD, manager of the Road and Bridge investigation Institute (IBDiM).
‘The task of the Road and Bridge investigation Institute is to measure the method position of bridge facilities and road infrastructure in flood areas. Since mid-September, we have transmitted these data straight to the operator of SZK JASMINE, which are then used, among others, as part of the FENIKS operation."
To date, the staff of the Institute have adopted more than 1000 proposals on bridges and roads that have suffered during the September flood. Through efficient data transmission, the forces active in Operation FENIKS can plan and coordinate their activities in "real time".
The workshops were attended by specialists, inspectors and directors from provincial offices and crisis management centres, as well as representatives of uniform services and institutions related to crisis management. During the workshops, they had the chance to see how the FENIKS Operation Command Stand works, equipment utilized by the Territorial Defence Army during the crisis actions and to learn about the capabilities of the JASMINE Crisis Management System.
The JASMINE Crisis Management strategy is an innovative and comprehensive solution dedicated to the structures of the national crisis management system, NATO and the EU. It provides comprehensive IT support to public administration activities (including uniformed services, including troops) and local government during rescue and/or crisis situations and related to the implementation of preventive tasks. This strategy supports processes of management, planning, command, management, as well as monitoring (imaging) real political-military and non-military threats.
