Center of Innovation and Cybersecurity, Micropolygon, Center of Mobile Robots, modern military dormitory... The cranes visible above the Military method Academy erect facilities of strategical importance to the safety and defence of the state, buildings for future unique investigation laboratories and a teaching base. The full value of the current investments exceeds PLN 1 billion 125 million, and most of the funds come from the Ministry of National Defence.
In 2024 WAT FINALIZES SIX FLAG PROJECTS
The largest investment – over PLN 207 million is the construction of the Centre for Innovation and Cybersecurity. This will be the foundation for the improvement of the Cybernetics Department's infrastructure, giving fresh opportunities for the training of subjects and professional soldiers (visualisation). "This is more than a fresh building – it is professional investigation support for the improvement and application of the latest technologies in cyber, crypto and IT areas and artificial intelligence in the Armed Forces of Poland, including in the Cyberspace defence Army Composition," said the Rector-Commander WAT Brig-Gen. prof. dr hab. Przemysław Wachulak during the foundation stone laying ceremony. The contractor is UNIBEP S.A.
The WAT Micropolygon, or investigation and improvement and Teaching laboratory of Military Infrastructure and Engineering, is created for the purposes of the Department of Land Engineering and Geodesy. The investment was not due to be completed until September 2025, but in agreement with the contractor, FADBET S.A., the time for its implementation was reduced and in the 4th fourth of 2024 the facility should be put into service.
For the intent of the Centre for Mobile Robots, building No. 54 of the Faculty of Mechanical Engineering is adapted (and expanded). The past of this investment dates back to 2015, erstwhile the task was introduced into the PIB MON and its backing started under the MON grant. Currently, the task is financed exclusively from WAT's own resources. Successful cooperation with the fresh contractor, PBO Śląsk Sp. z o.o., allowed to complete the investment. In addition, the adjacent area was besides taken care of by repairing the road and surrounding intersections, which greatly improved the aesthetics of this investment.
The construction of the modular teaching building No. 2 is simply a model example of the implementation of modern modular technology at the Military method Academy. The implementation agreement was concluded on 17 August 2023 in "design and build" mode. The construction licence was obtained on 7 December 2023 and 28 modules were submitted from 26 February to 2 March 2024. By 30 June this year, the contractor of the facility, CLIMMATIC Sp. z o.o. Sp. k., obtained affirmative reviews and approval to usage it.
Another investment made in modular technology, worth close to PLN 95 million, is the Construction of Military Academic No. 7, a modern accommodation for about 750 military WAT students. The "design and build" contract for the performance of the task, after a very efficient tender procedure, was concluded on 8 January 2024. 138 modules were assembled within 3 weeks – from 10 to 30 April 2024. After completion of the finishing works, the building will be ready to accept the subjects from the fresh academic year.
Both investments – both modular teaching building No. 2 and Military Academic No. 7 – are proof that infrastructure facilities with simple, standard construction can be erected at an unprecedented rate. This enabled the organisational solutions adopted in WAT, as well as the beginning of the Academy to fresh technologies in construction.
The list is closed by an investment of large importance to the wellness and well-being of the university's student community. Even during the vacation will be put into service The Rebuilt Centre for rehabilitation and wellness. The facility will be able to be full utilized in the upcoming academic year.
NEW DIMENSION OF HARMONOGRAMS
At the Military method Academy, it was decided to break the regulation that in construction from thought to giving the object to users must go many years. Buildings specified as dormitories can now be built in months and not years thanks to modular technologies. Objects designed under specialised laboratories and adapted to the requirements of modern education – besides request not be created for years.
Effectively organised planning was considered key to improving the implementation of construction investments. After all, each of them starts with defining needs, requires the preparation of a concept or functional-use programme, then indications, and above all sources of funding. Only then is the phase of construction work.
The milestone for the improvement of the Academy was the approval by the Minister of National Defence of the "Polish Armed Forces Construction Investment Plan, including investment projects carried out under the NSIP from 2021 to 2035" (PIB MON), where 11 fresh tasks worth PLN 626.9 million were found.
It is not possible to implement specified an ambitious plan without an appropriate organisational structure. There have been many crucial changes in the Academy that have established this structure. 3 fresh implementation sections were created in the Construction Investment Department, liable for each task – from thought to approval to usage the facility, including specialist jobs.
BUILDING BALANCES UNDER A COUPLE OF INVESTMENTS
In the close future, the Military method Academy plans to further make its infrastructure: the extension of building No. 61 to the needs of the Institute of Radioelectronics of the Faculty of Electronics WAT, the construction of the laboratory of the Department of Land Engineering and Geodesy, the construction of a modular gym and the reconstruction of the field sports equipment of the Physical Performance Centre. Construction sites have already been prepared for these 4 investments.
At the phase of preparation of tender procedures are: the extension and adaptation of buildings No. 15 and 23 for the construction, operation and diagnostics of armored and automotive engineering of the Faculty of Mechanical Engineering – for construction works, construction of the building of the laboratory of Advanced Armoured Systems with the maneuvering area of the Department of Mechatronics, Armed Forces and Aviation WAT – to carry out the task in the form of "design and build", construction of the WAT Training and investigation Centre in Zegrz – to carry out the task (in part for building construction) in the same formula.
Another key investment for the improvement of the possible of the Academy in the field of podchorzeży education and professional soldiers will be the construction of a teaching building in a closed area, right next to the entrance to the area of the Academy by the gate from gen. Sylwestra Kaliski street. The prepared concept assumes that the building with a useful area of about 15 1000 m2 will have 5 storeys, a dimension of about 160 m and 2 large aules. There will be teaching rooms of the Military Training College, abroad Languages Study, the Faculty of fresh Technology and Chemistry, and the Department of Security, Logistics and Management. The facility will be utilized by all the Academy's organizational units for specialized training for the Polish Armed Forces.
IN 2024, THE VALUE OF WORK CONSTRUCTED IS 174.7 MLN WRONG
The Academy's investment programme is focused on the immense needs of the Armed Forces in the field of training young officers and its implementation would not be possible without the financial support of the Ministry of National Defence.
Currently, 27 tasks of the Military method Academy with a full value of PLN 1 billion 511.2 million are included in the “Investment Plan of the Armed Forces of Poland, including investment projects carried out under the NSIP in the period 2021-2035”. Of which the Ministry of Defence subsidy in the years 20242035 amounts to PLN 1 billion 369.1 million.
In fresh years crucial investments have been made and put into service at the Military method Academy for the improvement of investigation and teaching activities of the university, specified as: laboratory building for fresh generation air defence rocket kits – commissioned in 2021, Imaging designation Department Building – 2022, Military investigation and Digactical Centre Logistics – 2022 and Radio Centre for discipline and Technology – 2023.
