There are 2 verdicts of the Constitutional Court (from 2023 and 2024) They are not published, so in order for ZUS to pay pensioners the money they are owed (often for the period since 2009), then speculative laws dedicated to the implementation of the respective verdicts must be passed by the Sejm - they are essential both for the aggrieved pensioners (so they can file applications) and ZUS (so it can process them). The position as of present is as follows: Specustawa No. 2 is announced by the government (it will become effective in mid-2025). Specustawa No. 1, is simply a draft brought to the Sejm by opposition deputies (it will most likely never start working) and the most crucial Specustawa No. 3 (discussed at the end of the article), is not announced by the prime minister - but there is widespread expectation.
