Col. Lewandowski: Russian mobilization a year late [OPINION]

The announcement by the authorities of the Russian Federation of partial mobilization opens the next phase in the Russian-Ukrainian conflict. However, this is not a decision on the part of the aggressor resulting from a long-term plan to wage a victorious war, but alternatively a situation-enforced throwing another lifebuoy to the Russian armed forces.
