According to the legislature committee dealing with clarifying cases of illegal surveillance, their impact on the electoral process in the Republic of Poland and reforms of peculiar services, “it is essential to introduce into the legal strategy a clear discrimination between peculiar services and police services”. As we read in the final study on its work adopted by the legislature on September 7, it besides recommends, among others, reducing the number of services, introducing as unambiguous as possible allocation of competences and adopting a collective law on the principles of conducting operational and exploratory activities.
