"AI+" as a civilization strategy, not only an economical strategy
In August 2025 China launched an "AI+" initiative, initially seen as an economical stimulus. However, studies published on 10 October in the authoritative E-Government magazine revealed its actual scope: 10 years Plan to transform China into a "smart civilization" by 2035.
The goal is not only to automate industry, but a deep transformation of society, politics, discipline and household life – utilizing AI as a basic social actor.
From robots for factories to “AI-children”
The authorities' imagination predicts that by 2035 humanoid robots will enter not only the offices but besides home as intelligent pets, home aids, companions of the elderly, and even "children of AI". prof. He Zhe of the Central organization School says AI will become a co-founder of production and humanity will cease to be the only origin of creative and decision-making work.
Technology is already developing at a fast rate: Chinese humanoid robots, which at the beginning of 2025 barely walked, learned to execute acrobatic kicks and flips in a fewer months.
Paradigm “AI Finds Man”
A key strategical innovation is to change the interaction model: with “man seeks platform” on “AI finds man”. The systems will actively analyse biometric data, context and intentions, e.g. to remind about doctor visits or to propose a training plan – without the request for user intervention.
"Technology will not require people to adapt to it – it itself will adapt to people," writes Liu Zhi of the State Information Centre.
Risk: unemployment, household breakdown and "digital Leviathan"
At the same time, experts inform against deep risks: mass unemployment, further decline in marriages and births, as well as the erosion of household ethics. Wang Xiang of Fudan University warns against "digital panoptikon" – a strategy in which the inhabitants become objects of algorithmic manipulation.
A further challenge is the fragmentation of regulations: various resorts (health, industry, transport) manage AI in isolation, leading to conflicting regulations and incompatible standards.
Despite the risks, the Chinese government is changing its strategy from "preventing risks" to "holding AI". As Zhao Jingwu of Beihang University notes, the state becomes a ‘gardener’ by providing data, computing power and application scenarios so that AI can flourish. The regulation gives way to promotion sites.
