Businesses are moving away
Deconiture has been accompanying Chinese manufacture for months. In December, the industrial economical rate (PMI) turned out to be the lowest overall rate: 47,0 points. This is despite a number of stimulating measures, specified as, above all, removing any restrictions that form part of the zero covid policy. The workplaces are formal, but the wave of infections and diseases, the largest in 3 years, is causing, of course, widespread staff shortages. Since March 2022, the PMI index has not been able to penetrate the deconiunktry boundary, or over 50 points. For 12 months last year for 8 the PMI reading was below 50 points. This is not only the effect of the fight against the covid epidemic, i.e. lockdowns, production interruptions, supply chain disorders, but besides the increasingly felt global recession. It was hard to find among the interior and external conditions specified factors as could encourage economical recovery in China. With these problems, the Chinese economy is entering a fresh 2023. At the end of January (22.01.) celebrations of the Chinese fresh Year begin. Real holidays will last until mid-February. Therefore, we will be able to talk about a possible improvement in industrial activity in China only at the end of March. I hope until spring.

Duty down
General Administration of China Customs (中国海关总署) lowers customs tariffs on imports of 1020 products from the most favoured countries (MFN).
- The first group of products are any of the natural materials for the production of anticancer medicines and analgesics for oncological patients, anti-ronavirus medicines, etc. – the work rate is presently 0%.
- The second group – here duties have been reduced importantly – are advanced quality food products, nutrition for infants and children, advanced quality household appliances (such as coffee machines, juicers, hair dryers).
- The 3rd group are products essential to manufacture and the economy. For parts, the rate has been reduced to zero (e.g. for potassium fertilizers, unprocessed cobalt, boric acid), for others to a minimum level (a fewer percent), specified as for wood products and for paper.
- The 4th group are products related to fresh technologies and RES – customs tariffs have been reduced including imported lithium nioban (LiNbO3), electronic screens, iridium oxide for automotive batteries, wind turbine bearings. This group besides included 62 information technology-related products for which the rate was reduced symbolically from 7.4% to 7.3%.
The existing work rates will inactive cover 8948 products listed in the list of products authorised for imports to China.

Real Estate: Helpful Hand of Local Government
In 2022, 330 cities across China issued a full of more than 1000 different types of regulations liberalising existing regulations and supporting the real property market. These regulations included, among others, optimizing and abolishing restrictions on the acquisition of housing, reducing the amount of own contribution to the acquisition of housing, reducing the amount of mortgage interest, expanding the amount of loans from the relief or housing fund, subsidies on the acquisition of housing for people buying their first dwellings, reducing the amount of transaction taxes, etc.
Mortgage interest in many places has fallen to historically low levels below 4%. The transaction process of buying apartments has been simplified and mostly digitized.

Record of the 3 Breakthroughs
The five-step sluice at the water power station of the 3 Breakthrough Dam (Chinese: 三峡大坝, 3 Gorges Dam) on the Yangtze River (Chinese: 长江 ChangJiang) in YiChange (Chinese: 宜昌) in HeBei state (Chinese: 湖北) in 2022 broke the evidence of freight transport.
Data from the Ministry of Water Resources (chin. 水利部) indicate that for the first time since its launch in 2003 the volume of goods transported through this airlock exceeded 156 million tonnes (an increase of 6.78% y/y). In the past year, 40,600 ships sailed through the airlock, as well as 54,000 passengers, on cruise and passenger ships. Thanks to the airlock and the lift of ships installed in it, navigation through the dam can take place without interruption on this crucial inland route, which even seagoing vessels can use.
The airlock was built for nearly 8 years.
The water power plant of the 3 Breakthrough Dam has a power of 22.5 GM (32 generators).

Shanghai again. 1
For the thirteenth consecutive time, Shanghai port ranked the world's first largest in terms of the volume of transhipments per year. In the last year 2022 47.3 million TEUs were transhipped here, or equivalent units with a 20-foot container.
In the past year, 2 Shanghai global Airport PuDong (chin. 浦东) and HongQiao (chin. 虹桥) served for the first time in past more than 120 million passengers.

Another BYD record
China's largest maker of NEV cars (electrics and hybrids), i.e. BYD car Co., Ltd. (比亚迪股份有限公司), in the past 2022 sold 1,863 500 cars. This is an increase of 208.64% y/y. For the beginning of 2023 the company has an ambitious plan to sale 4 million of its cars.

Local bonds already available
From the beginning of January of this year, the authorities of cities specified as QingDao (chin. 青岛) and XiaoMen (chin. 厦门), or ShanDong state (chin. 山东), FuJian (chin. 福建), or ZheJiang (chin. 浙江) began as the first issue of local government bonds in the country. Last year all Chinese provinces and cities aired and sold bonds with a full value of 7.37 trillion RMB (approx. PLN 4.71 trillion). This year, as expected, this value will be exceeded, due to the request to stimulate investment and local economies.

Medicines are not missing
At the end of last year, the Ministry of manufacture and Technology Information (chin. 工业和信息化部) reported that the shortages of antipyretics and antifungals of the kind ibuprofen, or acetaminophen, were eliminated. The problems with the availability of these medicines observed in December could be addressed by expanding their production. The regular production of these medicines is presently 202 million tablets. In December 2022, 249 billion pieces were produced.
The Ministry announces success and claims that these medicines are no longer missing. But the pharmacy hasn't seen it yet.

China and Russia: relationship and business as user
Traditionally, by the end of the year, president Xi JinPing (chin. 习近平) had a video conference with president RFSR Vladimir Putin. Last year, it was observed that the more Western media saw China's distance from Russia, the stronger the leaders, ministers and representatives of the Chinese authorities emphasized the unwavering, "solid as a stone of Chinese-Russian friendship".
This time, too. China's leader expressed his desire to strengthen strategical cooperation with Russia in the light of the global situation he described as “difficult”.
"The planet stands at the intersection of history".
Xi stressed that both sides should proceed to make good usage of the working mechanisms and channels created, advance affirmative advancement in applicable cooperation in the fields of economy, trade, energy, finance and agriculture, advance port construction and another interconnections and grow cooperation in conventional energy and renewable energy.
China is ready to resume average staff exchanges in an orderly manner. In addition, China and Russia, according to Xi, should cooperate closely and coordinate in global matters, argue hegemonism, defend actual multilateralism, the authority of the United Nations and the position of global law. China is ready to cooperate with Russia to actively grow the number of BRICS members and strengthen the strength of the Shanghai Cooperation Organisation and G20 associate States. China and Russia should advance the establishment of a more equitable and reasonable global order, defend their legitimate interests and work together to defend global integrity and justice.
Xi JinPing noted that China appreciates the fact that Russia has never refused to resolve the conflict with Ukraine through diplomatic negotiations. It is not easy, but until efforts are abandoned, the possible of peace will always exist. China will proceed to keep an nonsubjective and fair position, play a constructive function in the peaceful resolution of the Ukrainian crisis.
Putin estimated that Russia and China's relations were becoming increasingly crucial and expressed his intention to deepen military cooperation between countries. Russia expects close exchanges and contacts with China and actively advance cooperation in various areas. The Russian side is ready to work closely with China internationally to jointly advance the establishment of a more equitable and reasonable global order.

Ambassador Minister, Minister Director
With fresh Year, China's abroad Minister took over as the erstwhile Chinese Ambassador to the United States, 56-year-old Qin Gang (chin. 秦刚).
This change does not surprise, it has been anticipated especially since the October 20th KC KPCh Congress, erstwhile the erstwhile head of this resort, the 69-year-old Minister Wang Yi (chin. 王毅), became a associate of the KC KPCh Political Office. Wang served as abroad Minister for over 10 years, in highly complicated geopolitical conditions. Wang is not retiring.
He will replace Yang JieChi (chin. 杨洁篪), the 72-year-old manager of the abroad Affairs Department of the Central Committee of the KPC (chin. 中央外事工作委员会办公室主任), the informally most crucial man of Chinese diplomacy, standing above the government's abroad affairs department.
Wang will surely be Yang's worthy successor. He is an experienced and "tested in combat" diplomat who co-founded China's current position in global diplomacy and global politics.
